1. Plow the streets and leave 3-5 foot windrows everywhere so there’s nowhere to park and only 1 vehicle can get through at a time on some streets. Bury the catch basins for the many melting days still to come until spring. Shift the focus to Griesbach where they will test-pilot (!) a snow removal plan. Abandon major roads which are non-bus routes and leave them bumpy and dangerously slushy.

2. Come up with a brainwave for another underground pedway so street bums can have new digs for hassling pedestrians and have another place to live in winter, where they can leave puddles of pee and dumps for ordinary folk to navigate.
